The Former President's Woke Alarm Overlooks The Continent's Real Threat: Technological Decline.

Donald Trump's national security strategy offers a flawed assessment of the European Union. The document asserts that open-border policies and so-called "woke" policies represent an existential threat to the continent's identity. Yet, this perspective rests on a fundamental misinterpretation of the reality. The actual danger confronting Europe is not cultural but economic and technological backwardness.

The Stark Growth Gap Between Europe and the US

The data paint a sobering contrast. From 2008 and 2023, American economic output grew by 87%, while a paltry 13.5% growth for the European Union. Over this time, EU GDP per capita dropped from 76.5% to just half of the American figure. Remarkably, even the poorest US state now boasts a greater average income than several leading EU nations like France and Italy.

Currently, about half of the world’s top fifty tech companies are US-based, while a mere four are from Europe.

The Technological Shortfall: The Core Problem

This widening disparity is driven by superior productivity growth in the US, fueled by breakthroughs and better use of resources. The scene of global tech dominance is decidedly US-centric. Over the past five decades, 241 US firms have scaled into enterprises valued at more than ten billion dollars, versus only fourteen in the European continent.

This gap raises a vital question: As the competition for future industries like AI, semiconductors, and quantum computing, what is the EU stand? Experts widely agree it is largely a contest between two between the US and China, with Europe starting at a significant handicap.

Underlying Factors of the Continent's Technological Lag

A number of major factors account for this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and agile network for financing new ventures. Europe has yet to establish a genuine capital markets union, a factor that limits the growth potential of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hinder Europe. A US startup can introduce a service under a single set of laws to access a consumer base of over 330 million. The EU, despite a larger population size, is split among 27 different national systems, creating significant market obstacles.
  • Cultural Attitudes: Views on risk-taking differ sharply. In some EU nations, business failure was historically met with penalties, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has eroded its capacity for breakthrough innovation.

A Path Forward: Reasons for Hopefulness

In spite of these hurdles, there are causes for optimism. Policymakers are growing more conscious of the severe threat and have started to propose serious reform. Key reports on European competitiveness and the single market point to the necessity of major changes.

With the right incentives and regulatory reforms, Europe's strengths could support much higher levels of business-led breakthroughs.

The continent retains significant advantages: skilled human capital, excellent education systems, and world-class research institutions. Alongside a large internal market and high savings rates, these foundations have the potential to unleash a surge of venture creation.

Crucially, even if Europe does not take the lead in developing cutting-edge technologies, it can still dramatically increase productivity by adopting and adapting advancements from other regions.

An Inflection Point

The European Union now faces a critical moment. To paraphrase a famous line, decline often happens "slowly, then all at once". So far, the continent's technological decline has been steady. But, without decisive action to tackle its structural weaknesses, today's gradual weakening could turn into a rapid and permanent loss of global economic relevance.
